Kick-off of Sino-German Demonstration Project on Energy Efficiency in Industry

China’s industry sector is responsible for almost 70% of China's total energy consumption and one of the key sectors for improving energy efficiency.

On December 15, 2017, the Sino-German Energy Partnership officially launched its demonstration project on “Energy Saving in the Energy-intensive Industry through Energy Diagnosis and Energy Efficiency Measures in China”. The event was co-hosted by the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission (NDRC) and the Department of Energy Policy - Heating and Efficiency of the German Federal Ministry for Economic Affairs and Energy (BMWi). The implementation partners Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Deutsche Energie-Agentur GmbH (German Energy Agency, dena) and the National Energy Conservation Center (NECC) co-organized the event. The purpose of the event was to select the demonstration companies from the Chinese industry and to discuss project contents and procedures. The project activities will be implemented over the course of two years until 2019.


About the Demonstration Project

Project background and objective

Due to its rapidly growing energy consumption and rising environmental problems, China is striving to significantly improve energy efficiency in industry and buildings. The industry sector plays an especially important role, as it accounts for the largest share of China's energy consumption. Consequently, China is urgently seeking for state-of-the-art technologies and best-practice experiences to implement energy saving measures in industry. Against this background, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the demonstration project on energy saving in China’s industry sector jointly with Deutsche Energie-Agentur GmbH (dena) and the National Energy Conservation Center (NECC). The demonstration project is part of the Sino-German Energy Partnership between the German Federal Ministry for Economic Affairs and Energy (BMWi) and the National Development and Reform Commission of the PR. China (NDRC).

The overall aim of the project is to identify large economic potentials for energy savings and environmental protection in selected Chinese industrial companies through energy diagnoses, introduce and spread life-cycle cost analysis in China’s industry sector and implement identified measures in a close partnership between German and Chinese companies.

Project approach

Based on different technical criteria, a jury consisting of project partner representatives and Chinese experts will select six demonstration companies from the following industrial branches:

  • Building construction
  • Cement
  • Ceramics
  • Glass fiber
  • Paper
  • Power generation

As soon as the demonstration companies are identified, a Sino-German expert team composed of NECC, GIZ, dena and other Chinese and German organizations will conduct the energy diagnosis in each company. Based on the diagnosis results, the project team will propose tailored and financially sustainable measures (both cross-sectoral and process-specific efficiency measures) to reduce energy consumption and emissions.

Later, the expert team will accompany the implementation of energy saving measures in a close partnership between German and Chinese companies. Thus, the project aims at effectively demonstrating that investments in modern technologies for increasing energy efficiency and reducing emissions are worthwhile and profitable for China’s industry sector.
