Energy-Efficiency Measures in Industry to Achieve Carbon Neutrality

Sino-German Cooperation Workshop on Energy Efficiency in the Pulp and Paper Sector

On 28 July 2021, GIZ and the National Energy Conservation Center (NECC) hosted the Sino-German Conference on Industrial Decarbonization in the Context of Carbon Peaking and Carbon Neutrality. The event provided a platform for representatives from industry, associations, and politics to exchange on opportunities and challenges of energy efficiency measures in energy-intensive industries. The workshop focused on the pulp and paper sector. Mr. Zhao Penggao, Deputy Director of the Department of Resource Conservation and Environmental Protection of NDRC and Mr. Moritz Lumma, Minister Counsellor of the German Embassy delivered welcome remarks addressing the significance of Sino-German cooperation on energy transition as contribution to achieve the ambitious climate goals in both countries.

One of the event’s highlights was the launch of the report “Energy Efficiency in the Pulp and Paper Industry - Technical Guidelines on Energy Efficiency in Major Energy-Consuming Sectors” . As pulp and paper production is a very energy-intensive process, a wide range of measures along the entire production process can be employed to increase energy and resource efficiency, for example by means of waste heat recovery or the employment of stationary siphons and dryer bars. The report contains a detailed list of the available measures as well as their energy saving and carbon emission reduction potentials.

The workshop took place against the backdrop of the ambitious climate goals of Germany and China. China wants to reach its carbon peak by 2030 and become carbon-neutral by 2060, while Germany aims to reduce carbon emissions by 65% in 2030 and achieve climate neutrality by 2045. Policy experts from German and Chinese research institutes shared their perspectives on the status quo of the energy transition in both countries.

The technical guideline for the pulp and paper industry is the first in series of publications to provide an overview and analysis of energy efficiency measures for key sectors drawing from German and international experiences. The project partners will implement further Sino-German conferences on energy efficiency measures in airports, and the manufacturing industries for cement, ceramics, and glass fibers, until mid-2022.


The overall aim of the Sino-German Demonstration Project on Energy Efficiency in Industry (phase II) is to achieve a significant increase in energy efficiency in China’s energy-intensive industry, contribute to the reduction of GHG emissions in China, and strengthen the private sector cooperation between China and Germany. GIZ and NECC jointly implement the demonstration project on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi) and the National Development and Reform Commission of the PRC (NDRC).
